Robert Haveman is professor emeritus of economics and public affairs and a research associate at the Institute for Research on Poverty, University of Wisconsin–Madison. He is also adjunct professor of economics at the University of Melbourne. He has published widely in public finance, the economics of environmental and natural resources policy, benefit-cost analysis, and the economics of poverty and social policy. His publications include Succeeding Generations: On the Effects of Investments in Children (with B. Wolfe; Russell Sage Foundation, 1994) and Human Capital in the United States from 1975 to 2000: Patterns of Growth and Utilization (with A. Bershadker and J. A. Schwabish; Upjohn Institute for Employment Research, 2003). His work has also appeared in the American Economic Review, Review of Economics and Statistics, Quarterly Journal of Economics, and Journal of the American Statistical Association.

Projects include estimating the adequacy of savings of older workers at and during retirement, assessing the impact of health shocks on the assets of retirees, evaluating the impacts of the Section 8 housing voucher program, and analyzing the methods for assessing the employment effects of public policy measures. He is an award-winning teacher who continues to teach at the La Follette School, of which he was director from 1988 to 1991. He was director of the Institute for Research on Poverty from 1971 to 1975, and chair of its economics department from 1993 to 1996.

Haveman has served as senior economist for the Subcommittee on Economy in Government, Joint Economic Committee, US Congress. He was a research associate at Resources for the Future in 1964–65 and 1969–1970, a fellow at the Russell Sage Foundation in 1991–92, Fulbright Siena Professor in 2003, and a fellow at the Netherlands Institute of Advanced Study in 1975–76, 1996–97, and 2007.

He received his doctorate in economics from Vanderbilt University.
